李强表示,我这次访问新西兰,正值习近平主席对新西兰进行国事访问和中新建立全面战略伙伴关系10周年。10年来,无论国际风云如何变幻,中新始终坚持相互尊重、彼此包容、聚焦合作、共同发展,推动两国关系取得长足进步,两国合作创下多个“第一”。中方愿同新方一道,赓续传统友好,弘扬“争先”精神,携手共促发展,努力打造中新全面战略伙伴关系升级版,为两国人民带来更多福祉。

李强指出,中新的发展对彼此是机遇而不是挑战,两国要继续做互尊互信、互利互惠、互学互鉴、团结协作的伙伴。中方愿同新方持续扩大贸易规模,深挖数字经济、绿色经济、新能源汽车、创意产业等领域合作潜力,共同推动区域经济合作。要努力排除经贸关系中的非经济因素干扰,为企业经营发展提供稳定预期和良好营商环境。中方欢迎更多新方企业来华投资。中方愿同新方不断深化人文交流,将把新西兰纳入单方面免签国家范围,希望新方为中国公民赴新提供更多便利。中新都是多边主义的坚定支持者,都支持自由贸易和建设开放型世界经济,双方要加强在多边领域沟通协调,推动各方同舟共济、合作共赢。

拉克森表示,新中建立全面战略伙伴关系10年来,两国经贸关系保持强劲发展,人员往来十分密切,惠及两国人民。新方坚定奉行一个中国政策,愿同中方加强高层及各级别沟通对话,进一步深化农业、食品、创意产业、环境保护等领域合作,促进人文交流,推动两国关系持续深入发展。新方愿同中方加强执法合作,在亚太经合组织等多边框架下加强协调配合,携手应对气候变化等全球性问题。

两国总理一致认为,中新关系取得了令人满意的发展成就。双方将坚持从战略高度和长远角度看待和处理两国关系,扩大双边贸易投资合作规模,不断深化两国人文交流,共同致力于维护多边主义和自由贸易,推动中新关系持续健康稳定发展。两国同意启动服务贸易负面清单谈判。

会谈后,两国总理共同见证签署服务贸易、营商环境、农食产品输华、科技、专利审查、候鸟保护等领域双边合作文件,并共同会见记者。双方发表中新总理会晤联合成果声明。

会谈前,拉克森在总督府北草坪为李强举行隆重欢迎仪式。新方首先以毛利人传统仪式欢迎李强。随后李强登上检阅台,军乐队奏中国国歌,现场鸣放19响礼炮。李强检阅了仪仗队。

PM Christopher Luxon and Chinese Premier Li Qiang hold joint press conference

Chinese Premier Li Qiang has fronted a joint press conference with Prime Minister Christopher Luxon, telling media it was natural if the two countries did not see “eye to eye” on everything.

And Luxon says he raised concerns with his Chinese counterpart about foreign interference here.

The two leaders spoke to media at Government House in Wellington. Media were not permitted to ask questions during the press conference, though Luxon took questions separately shortly afterwards.

Luxon said he and Premier Li had discussed their countries’ trading partnership this afternoon.

Luxon then answered questions separately after the press conference.

On infrastructure, Luxon said any investor from any country needed to be compliant with our regulations.

Luxon said he wanted to address the infrastructure deficit in New Zealand – but was not looking at any specific country, such as China, to help do that.

On the issue of cyber attack, with which China has denied involvement in the past, Luxon said this was one of the issues addressed today.

China had been a long-standing development partner for parts of the Pacific and Luxon said he reiterated the importance of the centrality of the Pacific Islands Forum (PIF).

Luxon made the remarks ahead of a bilateral meeting with Premier Li at Government House in Wellington. The meeting followed a formal welcome for Premier Li from members of the NZ Defence Force.

Premier Li is celebrating the anniversary of that agreement and, in his statement, said he wished to “renew” the ties it forged.

China’s angst over the Aukus agreement, which New Zealand is currently exploring as a potential pillar 2 partner, will likely form part of the discussions.
